吉備地方文化研究所 シンポジウム「災害と地理学」を開催しました!

 20201212日(土)1300~ 就実大学S101教室において、吉備地方文化研究所シンポジウム 人文知のトポスⅤ「災害と地理学」が開催されました。今回は新型コロナウイルス感染対策のため、講演者・報告者および主要スタッフ以外はリモートによる聴講となりました。

  松多氏による講演においては、地理学から見た場合、災害は単なる自然現象ではなく、人文現象との接点において起こるものであることが強調されました。特に人間と自然や人工物との関係性が、災害の性質を規定することが指摘されました。多くの場合、住民はハザードマップの存在を知っていても、災害時にそれを生かすことができていません。それゆえ、日頃から被害の実態を認識すること、災害の伝承・経験・歴史から学ぶことが必要とされます。

 岩船氏の報告では、地理学において現象をとらえる際に、現象の規模、面的な広がり、ものごとの階層性といったものを重視することが紹介されました。災害への対策においては、時間や空間などの具体的なデータを含む災害記録の作成と利用が重要であることが指摘されました。

 高木氏の報告では、まず熊本県人吉地域への学生ボランティア派遣の具体的活動例、次に福島県における東日本大震災後の復興過程の例が挙げられました。災害は被災者に複雑な記憶を残すものであり、それを克服するためにも経験知や伝承を踏まえた記録が必要とされます。

 質疑応答は具体的な話題に踏み込み、学校教育の役割やボランティア活動の問題点などについて、活発な議論が行なわれました。

 We have held a special symposium, Topos of Humanities V, "Natural Disasters and Geography", in S101 room of Shujitsu University from 1300 on 12th, December, 2020. This time, in order to prevent the infection of corona virus, we adopted remote auditing except for the lecturer, reporters and the staffs of our Institute.

  In the key note speech, professor MATSUTA insisted that natural disaster is not only physical phenomenon, but one that occurs when natural phenomenon meets human society and causes some damages, and the relationships among nature, artificial objects and human beings regulate the character of natural disasters. In most cases, although the inhabitants know the existence of hazard maps concerned with their residences, but they are not able to make the most of them at the time of disasters. Thus, we need to be usually conscious of the reality of danger and to study the legends, experiences and history of disasters in old days.

  Professor IWAFUNE showed the methodology of geography that focuses on the scale and layers of phenomenon and spread on the surface of earth. In order to prevent disasters in future, we need the specifical data of time and space through disasters in old days, and usually need to study the records consisted of those detailed data. Farther, the reporter showed the example of evacuation centers conceived for preventing the infection of corona virus in Kagoshima prefecture.

  Associated professor TAKAGI showed the example of volunteer activities by university students for Hitoyoshi area in Kumamoto prefecture through the situation of corona virus. Next, the reporter showed the example of recovery and reconstruction in Fukushima prefecture after the mega-earthquake-disaster in the east of Japan (3.11, 2011). Natural disasters leave a lot of victims various complexed memories, and also to overcome sadness, the prevention of damages requires the records of disasters composed of experiences, legends and history.

 

  The audiences asked the lecturer and reporters about the role of education in schools for the prevention of disasters and some problems of volunteer activities in shelters.
